Election 2005 Ethics Reform Ballot Question Approved There may not have been a lot of turnout, but those that turned out voted YES to Ethics Reform. With 94.4% of the voting districts accounted for, Ethics Reform won by a 6-to-1 ratio – that’s 70,263 voters – demanding a political culture change.
