Sales Tax Expansion – Senate Bill 854
The Pennsylvania State Senate has held two hearings in an effort to expand State Sales Tax under Senate Bill 854. This bill directly targets our sector by adding the definitional change that services to be taxed will include:

Recreational Services – providing services which provide or allow for an activity that diverts, amuses, stimulates and renews individual health and spirits, including … admission to live presentations involving the performances of actors and actresses, singers, dancers, musical groups and artists and other performing artists. Also included in under Recreational Services are "other memberships and admissions."

The bill also subjects to tax two other services regularly exchanged within our sector:

Advertising services – publishing, broadcasting, or disseminating promotional information or notices via newspaper, television, radio or any other medium.

Management consulting services – providing business advice and assistance in any of the following areas:

  • Management and operating advice
  • Market research
  • Public relations
  • Human resource/executive search consulting
  • Environmental advice and assistance
  • Scientific and technical advice and assistance
