Background:
Phoenixville, with a population of approximately 15,000, is located in northern Chester County along the Schuylkill River. The Borough of Phoenixville was incorporated in 1849 and was the site of major steel and iron industries through the 19th century and into the first half of the 20th century. The post-WWII decline in these industries led to a downturn similar to that experienced by other industrial communities. The area is benefiting from its redefinition as an important medical center for northern Chester County (Phoenixville Hospital and associated health services) and increasing arts and cultural activities.
