PA Arts Funding Update:
Funding Increase Marks Advocacy Win for PA’s Creative SectoR

As we shared in our July advocacy update, Pennsylvania’s FY2026–27 budget includes the first increase in state arts funding in 16 years, adding $1 million to the Grants for the Arts line item for a total of $10.59 million. The budget also maintains $4 million for Cultural and Historical Support Grants, preserving critical operating support for museums and historical organizations, while the new Spotlight program expands funding opportunities for smaller organizations.

The Cultural Alliance, alongside our statewide partners, mobilized hundreds of advocates to write letters, attend Arts Advocacy Day, meet with legislators, testify at hearings, and make the case that arts and culture are essential to Pennsylvania’s future. Thank you to every advocate who raised their voice—your collective action helped make this historic progress possible.

These wins reflect sustained advocacy across the Commonwealth and leadership from the Pennsylvania General Assembly, Philadelphia delegation, and bipartisan Legislative Arts & Culture Caucus. The Cultural Alliance will continue working with statewide partners to ensure these investments reach the communities they are intended to serve. Funding Opportunity: Apply for up to $5,000 through PA Creative Industries’ Spotlight Program

PA Creative Industries has launched the Spotlight program, a new grant opportunity designed to expand access to flexible funding for smaller arts organizations and arts programs. In addition to providing funding of up to $5,000, the program offers a collaborative network for grantees, fostering opportunities to connect and share insights through tailored webinars organized by artistic discipline. Applications opened August 3 and will close on Monday, September 14. BY THE NUMBERS

Recent research from SMU DataArts (opens in new tab) highlights the patchwork economy many artists navigate: 47.6% rely on gigs or freelance work, 34.8% on part-time jobs, and just 17.5% earn all their income from their artistic practice. While the study focuses on New York State artists and may not directly represent Greater Philadelphia, it underscores how traditional workforce data can overlook artists working across gigs, jobs, and creative practices.

These findings echo the Cultural Alliance’s Cultural Dynamics (opens in new tab) report, which found that Philadelphia artists and cultural workers face low wages, unstable gig work, and rising living costs. Supporting local artists means investing in the people behind our region’s cultural vitality—with fair pay, stronger career pathways, and sustained resources that allow creative talent to live, work, and thrive here.
